Phase 4 of the LHDN e-invoicing mandate brings freight forwarders with FY2022 turnover between RM1 million and RM5 million into scope from 1 January 2026. The relaxation period runs until 31 December 2027, but one rule is already active and carries per-invoice penalties: any single transaction of RM10,000 or more must be issued as an individual e-invoice, validated through MyInvois in real time.

Freight forwarders are disproportionately affected by the RM10,000 rule. FCL ocean freight, air freight, and project cargo invoices routinely cross the threshold. A forwarder handling 200 invoices per month may have 30 to 80 invoices that require individual e-invoice issuance right now, not after the relaxation period ends.
